WelcomeWelcome to the website of the Fountain Hills Neighborhood Property Owners Association (NPOA) and Neighborhood Committee of Architecture (NCOA). The NPOA and NCOA are organizations dedicated to making local neighborhoods in Fountain Hills better places to live by promulgating and enforcing aesthetic and other development guidelines. This website was developed to assist property owners who live within those neighborhoods of Fountain Hills covered by the NPOA or NCOA development guidelines. Not all neighborhoods in Fountain Hills are included in our jurisdiction. To find out if your lot or home is covered by our guidelines, check the "Plat Jurisdiction and Membership Inquiries" section of this website. Remember, membership in the NPOA/NCOA is not voluntary. If your lot or home is within our jurisdiction, you are a member and must follow the guidelines. The NPOA/NCOA collects no dues or assessments from its members nor does it provide them with insurance. The service that it offers are architectural control over the plat, which entails review of building plans for new construction, as well as any other architectural alterations. Appropriate permits and fees for these services are required at the time they are requested. To learn more about the history and background of the NPOA and NCOA or to find out how your lot or home came under our jurisdiction, go to the "History and Background" section of our website. If you would like to know how we go about keeping your neighborhood looking nice and its property values high, go to the "By-Laws" and "Meeting Schedule" sections. The major tools used by the NPOA/NCOA to insure aesthetic beauty and maintenance of property values are the Fountain Hills "Declaration of Reservations", which all property owners in Fountain Hills must follow during initial construction and later maintenance of their homes, and the NCOA "Development Guidelines" which were written in more detail for NPOA members alone. In addition, the various NPOA forms you may need to acquire approval for your original home design or later alterations, improvements and additions can be found in the "Printable Forms" section. The operation of the NPOA and NCOA is overseen by volunteer members of our community who are elected by the association members. A list of the volunteers who serve our neighborhoods can be found in the "Committee Members" section of this website.
