History and Background of the NPOA/NCOA

The Neighborhood Property Owner's Association of Fountain Hills, Arizona, Inc. ("NPOA") was formed as an Arizona nonprofit corporation by concerned Fountain Hills residents who felt it was in their best interest to maintain architectural control over new construction and reconstruction of buildings and related improvements within the community.

These guidelines have been prepared by the Neighborhood Committee of Architecture based on guidelines previously adopted by MCO.  Authority to adopt the guidelines is established in the recorded Declaration of Reservations, which affects all plats under the jurisdiction of the NPOA.  The Neighborhood Development guide represents the Committee of Architecture's interpretation of the Fountain Hills Declaration of Reservations and the Committee's Rules, Regulations and Policies.  While it is intended as a codification, it does not replace the Declaration of Reservations or the Town of Fountain Hills Zoning Ordinances.  Where any conflicts occur between this document, the Declaration of Reservations, or the Town of Fountain Hills Zoning Ordinances, the most restrictive shall govern.

While the NPOA has received encouragement in its formation by MCO, including a substantial financial contribution, the NPOA has no affiliation with MCO and is not regulated of controlled in any manner by MCO.  The NPOA Board of Directors and its Committee of Architecture consists of concerned Fountain Hills residents who are generously volunteering their time to maintain high standards within the community.  No officer or director of the NPOA receives any compensation for his or her services.

Since its formation in July 1992, the NPOA has become the largest volunteer community organization in Fountain Hills.  Besides its duties as the vehicle for appointing and removing members of the Committee of Architecture and enforcing the Declaration of Reservations, the NPOA seeks to become a forum for the exchange of ideas and matters of concern to property owners within Fountain Hills.  However, by its Articles of Incorporation and By-Laws, the NPOA is strictly forbidden to participate in local political activities and has never done so.  The NPOA does not purport to be a spokesman for our members before the Town Council or any other agency nor does it support or oppose the election of any official of the adoption of any ordinance.  The NPOA is a service organization that views itself and its neighbors as beneficiaries of that service.
